IEEE Xplore Digital Library (IEL)

IEL is the most comprehensive collection available on IEEE Xplore, designed for companies, universities and government agencies. It lets you follow discoveries in your field and see how the companies and research centres active in it are moving.

  • Unlimited full-text access to nearly 7 million documents, in PDF and HTML
  • More than 1.4 million articles from 214 of the most cited IEEE journals, magazines and transactions
  • More than 4.8 million conference papers since 1936, with up to 250,000 added every year
  • About 5,000 IEEE standards in key technology areas, with Redline versions and optional drafts
  • Bell Labs Technical Journal archive, E&T Magazine and IET conference proceedings, plus more than 21,500 papers from selected VDE conferences
  • Early Access articles and a backfile reaching back to the late 1800s for selected titles
  • About 20,000 new documents every month, unlimited downloads, free training and technical support

Peer-reviewed IEEE research is cited in new patents more than that of any other publisher.

IEEE Open Access

Authors can publish Open Access in IEEE journals and reach millions of readers through IEEE Xplore, with a peer review that is as thorough as, and faster than, traditional publishing. IEEE offers three options:

  • Hybrid journals: subscription journals that accept Open Access articles
  • Fully Open topical journals: subject journals that are entirely Open Access
  • IEEE Access: the multidisciplinary mega journal

Through the IEEE Open Access Institutional Partnership, universities and companies make the process simpler for their authors and raise the international visibility of their research.

IEEE transformative agreement with Italian universities 2025–2027

IEEE and Italian universities have signed a three-year transformative agreement. Researchers at the 60 participating institutions can publish Open Access at no extra cost in more than 200 IEEE hybrid journals and magazines. Access to the IEL Digital Library and APCs are covered by each institution's fee.

It is offered exclusively to IEL subscribers as a one-time purchase, with perpetual access for the whole institution.
